Liberty Consulting Group

Liberty Consulting Group helps government entities address complex policy, strategic, management, operations, financial,
regulatory and reporting issues.

NEED: Test and verify performance and incentive plans of telecommunications providers Verizon, BellSouth, and Qwest
in a series of matters before state public service commissions.

PROCEDURE: Quantitative Analysis took the lead in statistical sampling and data analysis of plans that were created to
ensure that a competitive environment exists in local telecommunications markets.  In order to execute the plans, millions
of yearly transactions must be processed and tested.  

Quantitative Analysis created and implemented sampling plans to test the data integrity of vast “raw” datasets required to
test and process these transactions. We reconstructed and replicated thousands of monthly statistical tests on the
telecommunications data, in order to ensure the tests were properly coded and implemented into the phone companies'
systems.

OUTCOME: Our principal, Dr. Alan Salzberg, testified before the New York, Florida, Georgia and Colorado state
public service commissions concerning the results of the statistical analyses and testing.

Direct Market Publisher

NEED: Review customer response modeling for a major publisher's direct mail book business. The publisher test
marketed each title, and sent more than 55 million pieces of direct mail offers over a two-year year period; 10 million
were test marketing pieces. The publisher employed statistical techniques to decide which customers of prior mailings
should receive mail items; for outside lists, the publisher generally made a decision about the entire list. The company
rolled out only those titles with higher response rates in the test marketing. About half the potential titles were never
published.

PROCEDURE: Quantitative Analysis assisted the company in its test marketing, and provided models that improved
decision-making with far fewer items mailed, thus resulting in significant cost savings.  We found that the costs of using
outside lists in the test marketing phase far exceeded the benefits, and recommended using outside lists only in the
“rollout” phase of direct mailings.  

In the second phase, Quantitative Analysis combined data from different models in order to improve overall response
rate. The publisher had performed statistical modeling list by list, without correlating the different models. The models first
chose which books to market, then chose the customers, and finally chose the proper advertising vehicle. These selections
were done on an individual customer basis based on customer profiles and the results of logistic regression modeling.

OUTCOME: By combining models, while still retaining the list-specific information, the publisher consistently improved
response rate while lowering test marketing costs.

United States Geological Survey

NEED: Statistical Sampling for the Survey's Office of Accounting and Financial Management

PROCEDURE: The project included drafting and revising sampling plans, implementing the samples on a monthly or
quarterly basis, and analyzing the results. Samples were grouped by amount, geographical regions and divisions.

OUTCOME: Improved financial management, including credit card usage, unused grant funds, accounts receivable, and
travel expenses. Sampling plans and analyses successfully defended before USGS outside auditor.
